DFARS (Defense Federal Acquisition Regulations) Certs for a Qualifying Country

I received heli coils today that have dfars certs which come from the UK. This part of the cert is ok because its a qualifying country. The melt source however is from Japan(not a qualifying country). I spoke to my distributor and he assured me if the manufacturing country is the USA, the melt course must be the USA, but if that manufacturing country is a qualifying country then the melt source does not matter. I read back through the DFARS clause and it seems that statement he made i correct. can anyone confirm that i am reading this correctly?

Your distributor is correct. DFARS states "melted or manufactured". Since the inserts are manufactured in the UK the country of melt is a moot point.
