You need to define the limits yourself, for your system (what needs to be 'controlled', what does not). You need to consider how controls are applied and are evident to the user: key information (date and/or document number/ title), special markings including stamp, possibly colours, even document location. These definitions or criteria should be documented in your procedures.
For us, the criteria are:
Does the correct use of the document affect quality, environment or health & safety? If yes, controls are needed.
Secondly, does the document need to be a permanent part of our system? We have 2 levels of controls, depending on the answer.
