The '94 version is obsolete and no longer used for registration and implementation. The basic focus was on having documented procedures for everything (the 20 clauses) and not being concerned with improvement and achieving customer satisfaction (meeting expectations).
The 2000 version (going through review and revision as we speak) was built along the process model used in ISO 14001 and developed/theorized in the mid 20th Century by people like Shewart and Deming. The focus is on achieving customer satisfaction/expectations and continual improvement across the full spectrum of the orgaization that can have effect on doing that.
That's pretty much it in a nutshell.
