Difference between MSA and MSE?

Can anyone describe the difference between Measurement System Analysis and Measurement System Evaluation?
I have seen people use it interchangeably. To my knowledge, analysis was dealing with the system required to analyze the need of the process to produce the correct output. Evaluation, dealt with the results of those tools and techniques to deliver the readings.

MSA is typically used to refer to the methods promulgated by AIAG. I began to see MSE used a few years later to distinguish an alternative approach which used control charts (Presentation starts with an advertisement). There is also EMP (Evaluation of the Measurement Process) used by Dr. Wheeler.
