For what it is worth....I haven't been in a QS company for a couple of years now....
I think that it would depend a lot on what you are producing. We were a commodity supplier, there was no repair, but if we could rework something it typically was to another similar product. i.e. we could grind it to a smaller size, it was no longer fit for the order that it was originated for, but the customer also ordered a smaller size, ground product.
But, I digress. I had always thought of it as if you had to repaint something because it was not up to par, it was reworked. If you had to weld it because it broke, it was repaired. If you had to grind off the finish on portions, and then repaint, it was repaired.
Like I said, I think it all depends on what industry you are in, if you are supplying a commodity (or raw material), and what it is you are doing to make the product fit for use.
How is that for a fence straddling answer? I have to be careful, cuz I might fall and come down on one side of the fence or the other!
