Functional is only related to the area like a sort of sylos, while process approach is cross functional. For example, consider the part of supplier mgmt , cost and so on, not directly managed by function but where the"function" is account for, but done by other contributors to the process.

Welcome to the Cove.

1. I don't think these terms have any special meaning in Construction Management. Rather, they are general management terms whose meaning can be different if used in different situations.

2. If used to describe the structure of organizations, people perform specialized functions such as accounting, sales or machining within units termed departments.

3. As an example, the tendering or bidding process is a trans-departmental activity which involves people from various departments or function such as purchasing, costing and estimation, engineering and perhaps logistics (all dependent on the complexity and size of project).

I hope it is clear enough.

Sometimes in the literature there is written that the organization works with "silos" and not for "process" . This is a big issue for quality , not being followed process approach.
Silos is a long construction where it is contained the grain. It is a synonymous to say that each function works for itself, not included in a process.

Yeah i'm also agree with harry.

Function : Performance by the organization such as accounting, sales and other departments.

Process : Time consume for a specific task to complete.

It really has nothing to do with construction management but ITIL defines these for IT service management. They (ITIL) claim their set of best practices guidelines apply to service management in general, not just to IT, and maybe they could be useful in some other cases.

Function: A team or group of people and the tools or other resources they use to carry out one or more processes or activities ? for example, the service desk. The term also has two other meanings:
- An intended purpose of a configuration item, person, team, process or IT service. For example, one function of an email service may be to store and forward outgoing mails, while the function of a business process may be to dispatch goods to customers.
- To perform the intended purpose correctly, as in ?The computer is functioning.?

Process: A structured set of activities designed to accomplish a specific objective. A process takes one or more defined inputs and turns them into defined outputs. It may include any of the roles, responsibilities, tools and management controls required to reliably deliver the outputs. A process may define policies, standards, guidelines, activities and work instructions if they are needed.

The glossary is free, a reference they give out to induce interest in their courses and materials, found here:
