PFMEA differences between QS and VDA

In VDA 4.2 the criteria for PFMEA are for severity:

10 Safety risk, non-compliance with statutary
9 provisions, Conked-out vehicle.

Large
8 Operability of vehicle considerably
7 impaired. Immediate inspection at garage is urgently required. Restricted functioning of important subsystems.

Moderate
6 Operability of vehicle impaired.
5 Immediate inspection at garage
4 is not urgently required. Restricted functioning of important comfort and convenience systems.

Low
3 Minor restriction of operability of the
2 vehivle, Clearing at next scheduled inspection in garage, Minor restrictions of comfort and conveniences systems.

Very low
1 Very minor restriction of operability, discernible only by the skilled personnel

Whereas in The AIAG book they are :

May endanger machine or assembly operator. Very high severity ranking when a potential failure mode affects safe vehicle operation and/or involves noncompli ance with government regulation. Failure will occur without warning.

Minor disruption to production line. 100% of product may have to be reworked. Vehicle/item operable, but some Comfort/Convenience Item(s) operable at reduced level of performance. Customer experiences some dissatisfaction.

Minor disruption to p reduction line. The product may have to be sorted and a portion (less than 100%) reworked. Fit & Finish/Squeak & Rattle item does not conform. Defect noticed by most customers.

Minor disruption to production line. A portion (less than 100%) of the product may have to be reworked on-line but out-of-station. Fit & Finish/Squeak & Rattle item does not conform. Defect noticed by average customers.

Minor disruption to production line. A portion (less than 100%) of the product have to be reworked on-line but in-station. Fit & Finish/Squeak & Rattle Item may does not conform. Detect noticed by discriminating customers.

No effect.

As can be seen in QS there is a relationship to the production line as well as the vehicle. Does this mean that in VDA one only has to refer to the finished product and if you are a tier not refer to what effect there is on your customer.

Can any one offer explanations.
