Different gage values for assessment on as-is data and % data

i have tried to evaluate gage data with same data sets in two different representations.
1`) as is data obtained
2) % representations of data.

(note :- we use % representations for acceptance criteria; and as-is data is relevant for lable claim)

my question is that, the gage values for above two representations are
a) different wrt values for study variation vs % process varaition are different for above to data representations.
b) however, the study variation vs % tolerance is same
why?

(i am referring to the table on variation report generated through minitab - Assisstant > MSA)
