Dimension marked with "frame" on 2D drawing

Hello.

I want to know what represents a dimension marked with a frame(104.00 dimension).
I asked a colleague of mine, he told that is a localization dimension. When i asked for a proof, he said that is a general rule. Ok, i can demonstrate that ⌀ is the sign for diameter, can someone help me with the frame?
Do you know what represents?

That typically means it is a basic dimension (ie, used for geometric tolerances). There should be a dimension coming off the hole that has the hole diameter and a 'frame' with dimensions in it. The basic dimension (square) is the representative 'perfect position', the frame near the hole diameter indicates the tolerance error allowed (note it is not the typical +/- that applies to un-toleranced dimensions).

Thank you for explanation, not very sure what you mean by above quote ...

I may be oversimplifying it and missing something more intricate but it looks to me like it's calling out a distance from the center of the hole it points to on the left to another location it's pointing to on the right.

The framed dimensions (51, 114 and 165.5) are called Basic dimensions. They represent the desired condition. Tolerances are added through the use of feature control frames that use special symbols to indicate the type of control, the tolerance and the datums to be used.

I am attaching an image of a feature control frame but I also did a quick search and found this tutorial regarding geometric tolerances.

I apologize if this is basic and you already know this.

The arrow in the image pointing to the feature control frame I added.
