what is the criteria for distribution the mandatory procedures

as example proceudre of control of documents who will get a copy from this procedures ?


and in my case we have not a quality departement but QC Man represent the Department under the authority of Technical operation manager

is he will get a copy from the control of document as he is a person represnt the quality? or it is enough to deleiver a copy to technical operation manager

There is no distribution requirement other than the need to "...ensure that relevant versions of applicable documents are available at points of use." (4.2.3a)
In your example of Control of Documents, anyone who is authorized to issue, change or distribute documents should have access to the document control procedure. You need to control the location of the document such that obsolete versions can be replaced and people who need to use it have easy access. Whether you issue the document to a person (as custodian) or a binder on a shelf or a computer network drive is irrelevant.

Procedures should be distributed to all those who need them. This does not mean that everyone needs a copy for themselves, as long as people have 'ready access' to them it should be OK.

Quite often a copy of all the relevant procedures are issued to the department and made available to those in that department. More commonly these days, the procedures are made available electronically rather than using paper copies.

In your example of document control, it would only be necessary for those involved in creating new controlled documents, making changes to existing documents or removing documents from the system to have a copy of the document control procedure. Just because someone uses a controlled document e.g. a procedure) does not mean they need a copy of the document control procedure.

if i deleiver some procedures to Purchasing dept. there are no need to deleiver a copy of control of documents procedures to purchasing.

i want to decrese no of copies, but i am afraid that auditors ask me how purchase keep and maitaine their procedure where they havn't copy from this procdeure " control of documents " ?

because we still using paper documents

You would tell the auditor that the purchasing people know where the document control procedure is and understand its requirements. The auditor could verify this by talking to the purchasing people.

Under the assumption that this is a question and not an assertion, yes. The only caveat is that the documents must be available "at points of use." Although this is an ambiguous requirement (the point could be made that "use" = "reading" and thus the documents could be anywhere) it's generally expected that the documents will be in reasonably close proximity to the people who need to use them.
