QS-9000, based on ISO 9001:1994, began each element with the statement "a docuemnt procedure." ISO 9001 SPECIFICALLY and EXPRESSLY intended to reduce unnecessary documentation in the QMS. Thus, procedures were required as needed (ref cl 4.2.1 c and d).
If you do not feel that a procedure or documents are required for your maintenance process, then it is not necessary. If the performance data shows your process is not effective, then there might be some discussion as to whether it is needed. If the data is good, then the process is effective.

I want to go more specific, who has thoughts about this:
TS 16949 paragraph 7.5.1.4 (maintenance) sais
".... as a minimum the system shall include the following:
* planned maintenance activities
* packaging and preservation of equipment and gauging
* availability of replacement parts for key manufacturing equipment
* documentation, evaluation and improving maintenance objectives ......."
QS9000 sais:
"....at a minimum, this system shall include:
* a procedure that describes planned maintenance activities
* schedules maintenance activities
* predictive maintenance methods......"
Note the difference in the first bullet for both specifications. TS does not mention a procedure!!!How should this be interpreted.
Up to know, we have the instructions (how do we do it), control charts, planning etc. We do not have the procedures (who does what when), ref other threads.
I strongly feel that with TS we can leave the procedure out, where with QS is was mandatory.
