Are you saying that your company doesn't have a document control process or that no one follows the one you have?
My current document control presentation is focused on orienting new emplyoyees to their role in our system as document user and (if applicable), document author.
If you need to justify the process, maybe you should sketch out how your procedure is supposed to work and condense that down to key benefits: for example, making good product efficiently, safely, etc. because the documentation (whether work instructions, procedures, forms, training checklists, etc.) is accurate, up-to-date, available where needed, traceable to a responsible person or department.
If your current process is not being followed, you'll need to identify the root causes of non-compliance.
