Sorry, but I still don't know what 3.1 means. For automotive PPAPs, material test reports are generally required. What each customer requires in this regard varies widely. Some will accept a simple material "certification," which is a document that simply indicates that the required material was purchased. It may or may not include actual test results. In other cases, a complete test report is required, addressing all of the requirements in the material specification(s) called out in the design record. When in doubt, ask your customer what's expected.
