Does a Project Plan need to be controlled?

Sorry for asking this dumb question, but I want to get the correct answer from the experts.

Does a project plan need to be a controlled document?

This is what was in the previous document numbering scheme, "For project-related documents, the director or project manager will request all pertinent document numbers from the director of quality management, who will provide the document numbers. All employees may request non-project-related document numbers directly from the director of quality management by electronic mail."

I don't want extra work if I don't need to manage these project plans.

I don't believe they need to be, but I control mine by revision date because they are always subject to change.
 
To an extent, I'll agree with Al. Because plans tend to constantly change, it would be difficult to place them into document control. However, because they are ever-changing, they need some form of control. How do know if you have the correct information? My recommendation would be to give the project managers some direction, and then let them control the plan. Local control is not always a bad thing.

My recommendation is that the project plan is treated as a quality record. I echo what has been posted earlier. Treat the project plan as a record of the project planning process. Then as they are updated the superseded record is treated in accordance with your records procedure - binned, filed, archived, whatever.
