...I just don't see how responsibilities increase. After all, if what is documented is truly what the organization does, then the responsibilities were already there before the manual was developed. If accountability is the concern, however, that's a completely different issue.
Sadly, I see this ambivalence more in large, tier 1 suppliers. It's almost as if they feel they have so much talent and importance they don't need it. Interesting that they are also the companies who can't seem to make it work in the automotive field.
I certainly see a correlation...but of course I am not as smart as they are...they eventually and slowly get it, however. Just have to work with them a little longer.
