I can understand that. This company is wanting me to take over the whole program and my predicessor's only goal was to get by with as little as possible. Now the boss wants it all to be meaningful to the company, which it should be. You should want it to work for you not just to be paper with words that does not really define anything. I have my work cut out for me but don't want to overwelm anyone here with want I think is needed. Thanks GOD for this forum!!! Or at least it's founder 
Try not to "over interpret" and "read in" requirements that aren't there.
Very easy to say, but often very difficult to do. I can't tell you how many times I have added what I "thought was meant" into a requirement only to realize much later (sometimes after turning the organization upside down) that my "thought" was completely misplaced and not actually a requirement at all.
