Does a Tooling Build or Design Benefit From TS16949

The company I work for. The owner decided to go to TS-16949 to attract more customers. We are currently iso 9001. We have 4 plants total 2 of the plants are design and tooling builders. The other 2 are moving into low volume production work, currently they so prototype work and I do see a need there for TS 16949 but the other 2 doing only tooling builds and design makes no sense to me. Am I looking at this wrong?

Whether or not you get TS registered is a business decision. However, many of the requirements of TS would definitely add value, so much so that there used to be a tooling & equipment supplement to either QS-9000, the precursor to TS. However, you could implement those processes without getting registered. And I don't know for sure whether a non-part manufacturing company can even get registered any more. I think they may have limited it to parts manufacturers for TS.

Whether you get TS registered is not so much a business decision as a matter of application of the requirements to your product. Don't forget, ISO/TS is for production parts (not after market, for example) for road vehicles. If your products are not for that market, you can't be TS registered.

It's true that some of the requirements of TS can apply to tooling but you can't be registered for that scope. There is no equivalent to the 'old TE 9000' specification.

This is pretty close to what I was going to say. There are parts of TS that can be helpful for any business. And those parts could be added without expanding the scope. Just roll those parts into your ISO 9001 QMS.

The two sites without production processes can only be included on a TS 16949 certificate as support sites for the manufacturing sites. They can't have a stand-alone certificate.

TS Rules 3rd edition said:
Only manufacturing sites where production and/or service parts are manufactured and supplied to customers subscribing to ISO/TS 16949 are eligible for certification. ISO/TS 16949, section 3.1.6, defines manufacturing as the process of making or fabricating production materials, production or service parts, assemblies, or heat treating, welding, painting, or other finishing services and section 3.1 defines site as a location at which value-added manufacturing processes occur. Sites producing automotive-related products and/or service parts manufactured and supplied to customers not subscribing to ISO/TS 16949 are eligible for certification at the discretion of the client.

Supporting functions, whether located at the manufacturing site or remote from a manufacturing site, are not eligible for independent ISO/TS 16949 certification but shall be included in the scope of certification.

All manufacturing in the scope of certification shall meet the applicability of ISO/TS 16949 for product supplied to customers subscribing to ISO/TS 16949.

Thank You for the information. I guess the 2 non production sites will stick to thier ISO-9001.

I have not work on any iso base systems since 1999 in the QS9000 days so I am trying to learn all I can and appreciate the help here.

As mentioned in the quote above, they will be required to be included in the scope of the certificate (and audited) if they are providing support to the manufacturing sites.

Are you supplying to Automotive as 1st tier or otherwise?
Some of TS is tied up in the particular requirements for that customer anyway.

If not stick with ISO9001 and implement other improvement practices like Lean, 5S etc etc.

I have not work on any iso base systems since 1999 in the QS9000 days so I am trying to learn all I can and appreciate the help here.
There is going to be quite a lot to learn, since the fundamental principles have changed in that time - not so much the tools, but the approach.
