Does Every Staff need to read the ISO9001 Quality Manual from Cover to Cover?

Hello everyone - I'm new to posting here but often check-in for assistance with projects i am working on so already i wanted to say thank to everyone for all the helpful advice!

I don't know if i'm doing this right but here goes......

Ok so my question is probably really stupid and I could be overthinking things but does every meber of staff in the organisation need to read the Qaulity Manual from cover to cover or just be aware that it exisits?

Also I am in the process of implementing 14001 also and have completed the manual, again do I need to get everyone to read it all or just know its there. I have specific procedures that applies to certain staff members which will need to be read.

I'm using a document change record when contolled documents change in both the QMS and EMS and was going to use the same for the new manuals, but as i say do i need to get every staff member to sign to say they're seen/read the new manual?

There is no requirement for anyone to read the quality manual. There is also no requirement for anyone to read documents, except for the people who review and approve them, and even then there's generally no way to verify whether anyone has read anything or not.

What's important is that people understand the requirements. Documents (procedures, work instructions, the QM, etc.) must be available to those who might need them, but so long as people operate processes in accordance with "the planned arrangements," reading of documents isn't required.

I think Jim has the right idea - the one intended by the committees which created the current ISO quality management standards.

First and foremost, the staff have to know and use the processes and procedures which benefit the organization. Nowhere in ANY ISO document is there a requirement that the average staff member even has to know of the existence of an ISO Standard as long as he/she has all the tools and documents necessary to perform his/her function within the organization.

I didn't say that no one should ever read them; I said there's no requirement for anyone to read them.

Since you asked, one reason for process documentation is to create a record of process design. In that sense the documentation can serve a useful purpose if no one ever looks at it to find out how to do something.
