Actually, it does. For those who attended the webinar by Dr. Nigel Croft on the ISO 9001:2015 and received a copy of the presentation material, they know that the future version of all ISO Management System Standards will (in principle) follow the High Level Structure from the ISO/IEC Directives, Part 1.

The structure of the future ISO 9001 will include:

1. Scope
2. Normative references
3. Terms and definitions
4. Context of the organization
5. Leadership
6. Planning
7. Support
8. Operation
9. Performance evaluation
10. Improvement

As one can tell, no specific high level requirement for a manual. Under Section 7.5, we will see requirements for "Documented Information", which gives an opening for a TC, such as TC 176 to insert a requirement for a quality manual, should they choose to do so, but no explicit mention/requirements to Manuals in the template structure. PS Attached a copy of the annex 3 of the Consolidated ISO Supplement – Procedures specific to ISO.

So where is our money? I'm guessing when we're all sitting on our (respective) porches drinking our favourite aperitif (that's European, Randy :)) and enjoying our retirement there will be QMs, EMs churning out documents describing their systems and calling them manuals.

BTW it's not a done deal that TC 176 will use the high level structure. There are lots of influential groups, and some national bodies that don't want this degree of change ... no names, no pack drill!

Yep, I am aware of some very influential stakeholders voicing strong opposition to the changes being proposed and threatening to decouple their Industry specific QMS Standards from future versions of ISO 9001.

I hope cooler heads prevail. If Industry Sectors start decoupling their QMS documents from ISO 9001, as the Oil & Gas Sector is doing with API Q2 and the revision of API Q1, it could be a significant blow to suppliers dealing with multiple customer streams, who could be subjected (once again) to a myriad of QMS standards, multiple certification requirements, etc.

ISO 9001 (and the Conformity Assessment Business) is, once again, at a major crossroad.
