Thanks. I have all the standards that you are talking about. We have an integrated system and love it. Everything is manageable and we explain our HSSE policy to meet the INTENT of the ISO standards though it's not quoted there directly.

In order to meet the intent of ISO9001 clause 6.3 and 6.4, the organization must have an HSSE program.
No, it doesn't. How many times must one be reminded to read ISO 9001 section 0.4?
ISO 9001:2008 Section 0.4 how many times? said:
This International Standard does not include requirements specific to other management systems, such as those particular to environmental management, occupational health and safety management, financial management or risk management.

While H&S is an extremely important subject, it clearly falls outside the scope of ISO 9001.
THe ISO also requires management commitment to statutory and regulatory requirements- if that is not workplace safety, I do not know how else to comply.
Sorry for being forceful, but you are disseminating bad information. If you read the standard very carefully, you will see that the type of legal requirements ISO 9001 concerns itself with are PRODUCT RELATED legal requirements. Not environmental regulatory requirements; not occupational health & safety regulatory requirements...
