Does the Quality Manager have to be a Senior Manager?

The QM carries out the duties to maintain, ensure & enforce the quality system, hence, need not be a Senior Mgr. However, for the tasks to be carried effectively and efficiently, certain level of autonomy is required to empower the QM- either directly or indirectly. The MR, appointed from the Top Management, should then with the power make the call or empower the QM to make decisions.

Rhetorical question I assume Randy, because of course there's no such requirement.

Some of the best systems I've seen had the various responsibilities that people often assume 'must' be vested in someone with the title of Quality Manager (or similar) distributed among various managers instead. No one person either held a title of quality manager, nor was expected to own and keep the system running: a few or several managers had that responsibility. And it worked very well.
