I realize that most routers come with a manual, but it wouldn't hurt the folks that sell wireless routers to remind people about encrypting them.
I'm of the school that if people aren't going to take the steps to encrypt their WiFi connections, then it shouldn't be illegal for someone to use it. Although, I can see why there would be the law because technically it does steal bandwidth from the person. However there are simple steps that can be taken to prevent unauthorized use. You don't even need to add a password. You can just set it up so that only known MAC addresses can use it.
If a restaurant advertisings "Free WiFi", I don't see how they can stop people from using it. Unless they put "Free WiFi - Customers only".
