ECO (Engineering Change Order) Control for Unreleased Products

I'm in the process of defining an ECO process and I'm slightly unsure about how to control changes to a product prior to the product being released.

I'm clear about ECO and revision control for changes to released products (ECR raised, approved leading to ECO being created, changes implemented and ECO approved with ECN to notify on release) - but I need to define a good document for R&D to follow for changes being implemented to unreleased products.

Is an ECO required for all changes to a product before release to manufacturing?

Hi JJStone...
Like all other functions the D&D is also a system oriented process. So changes made in the evolving of the design is the development part, that is to lead you to the released product. A good system will captures the details of changes made at every planned design development review stage.
All our design and development outputs are stamped / watermarked across the document as "DRAFT" and the revision control on then is D1, D2, D3, .. Dx. This is based on the various stages through which the design gets developed and matures to a release level for production use.
Once released, the document will no longer have the "DRAFT" marked on it, and this further goes through formal ECO as you have mentioned with revision control 1,2,3,..x as the case may be. The comment for the revision 1 is always "Released for production".

Do engineering drawings need to be released with an ECO or can drawings be managed via the documentation system (similar to procedures, etc)?

Also do drawings need to be structured into the BOM?

Engineering drawings are design and development outputs, and forms a part of the change logic. With the approval and release of an ECO, one or several engineering drawings can undergo changes and be part of the release, that is put to use.

Bill of materials (BOM) again a design and development output refers to parts, components, assemblies, where several of them denoted by their identification (Number / description) directly refer to an engineering drawing. Hence they are structured into the BOM.

Note: A sketch / line diagram or any other visual aid made within a procedure for better understanding and use of the procedure are not engineering drawings. However, one of the use of an engineering drawing can be that of a work instruction or a reference from a work instruction.
