Since I am new to manufacturing I am looking to find out how exactly this process works:
Lets suppose I work for a company that produces pens.
All pens, old or new, will need an ECO at some point.

Brand New pens process:
A brand new pen will be introduced to the market, and the following departments need to either give their input or be communicated of the change. So, what would each department be responsible for?

The extent of your question is a little daunting. There is no single, universally accepted method for handling all of this stuff. It differs from company to company. If you have a specific question regarding an actual issue (as opposed to very general hypotheticals) you'll have a better chance of getting useful answers. Is there something wrong with the way these things are handled where you work?

Recados, the questions to your Engineering Change Order sound quite similar to basic process mapping.

So you have outlined three different types of pens, with three different processes. Take pen 1 and follow it from the time the customer orders it, to the time they receive it. What are the processes that occur? What decisions are made, and who makes them?

It's difficult for any of us to offer some things that should should not be included in your process, as we are quite unaware of your operation.

However.... offering up an analyis of your processes and the decisions then give us (and you) something more salient to work with.

It would be similar for other two...

As a point of note, the ECO process would not be the main control, for new product or substitute product (pen), a lot of this would be in the project plan and V & V activities. The ECo would be the final step in introducing the pen to the market.

If you company bought in pens...

you would need a specification that the supplier would meet... driven by your purchasing dept. If you are going to package then you would need controls for the packaging process...

I hope this provides some indication of the requirements, essentially before anything hits the manufacturing environment it will undergo V&V, manufacturing should have visibility of the project before it arrives and will be involved with validation and most likely verification.
