In edition 3 of the QS 9000 under 4.9 it has added that contengency plans need to be established for loss of utilities, manpower shortages and machinery downtime. I've pretty much got the utilities and machinery but can anyone tell me the authorized accepted definition of "manpower shortage covers"?
