Management sends out a notice requesting nominations from all department heads for a " One day training program on effective time management "
Managers respond back saying that all are too busy and overloaded with backlog works and working overtime and hence none can be spared for a one day program.
is this a reality anywhere ..... ?

This reminds me of a former department manager we used to have. He never had time to do things the right way. He was always under the gun to correct all the mistakes he had made. Instead of spending an extra hour to make the process fool proof he would spend 10 hours remaking the defective parts. Fortunately his is now elsewhere.

In your case it seems that the people are too busy to learn how to manage their time so they wouldn't be so busy. :(

At least they responded back, meaning they spent time to say that they had not time.

They probably need to delegate more, Remember the saying:

"Don't leave for tomorrow what you can delegate to someone else today"
