Eligible for IATF or eligible for LOC ?

Dear all IATF member, especially IATF auditor,

Please your advance advice,
Case:
Company A (let say C.A) apply to Certification Body (let say CB.X) to first IATF certification. C.A is tier 2 company and supply to tier 1. C.A only have 1 customer tier 1 (let say T.1).
Order system though PO instead of Contract, so if T.1 wanna make order, T.1 will release PO and send to C.A.
2018: C.A supply every month to T.1
2019: C.A supply to T.1 4x
2020: C.A supply to T.1 1x
2021: C.A apply IATF Certification.

Concern:
Refers to “Rules for achieving and maintaining IATF recognition” clause
5.14.a -> not case because it is not a new site
5.14.b -> C.A is an active offer list (C.A already send as per PO received) instead of only active bid list. This is make me doubt, still grey area.
Another opinion: in general said that If supplier is included in an active offer list, such as a contract from the customer requesting the IATF certification, it’s eligible for IATF 16949 certification.

Help:
How to further check if C.A is Eligible for IATF or eligible only for LOC? Detail explanation will be very appreciated

As long as you are a manufacturer and supplying parts to a customer within the automotive chain you are eligable for IATF 16949 certification.
And as far as i understand you have supplied parts since 2018 and are supplying parts every twelve months. If you don´t supply parts to the automotive industry for 12 months the CB can question if you have an active automotive customer and withdrawn your cert.

Letter of conformance is used if you do not have an active customer but a potential one ( on bid list).

Hii Greg, thanks for you clear information. So, i can assume that even C.A supply 1x to T.1 in the 2021, he is eligable for IATF right?

I just curious how to check and analysis data in case only supply 1x, i.e for cpk, for spc, and other due to lack of data. Could you please brief explain please?
