As a bit of a "War story", one probable reason for the current IAOB position on "no aftermarket" was seen in some companies I worked with.
Lots of "aftermarket only" producers earned QS-9000 and use it as a marketing credential, to differentiate themselves from the more casual, low end aftermarket producers. In one market (the collision crash parts - bumpers, headlamps, etc.), the North American OEM's have been very upset about losing repair market share on these parts. Many folks see the ads
that the OE's issue to persuade you that you need a genuine fender for
$500 instead of the "imitation" fender for $200. If your collision is being
paid by an insurance company you may have no choice in this; you'll get
the $200 aftermarket part.
It's been my observation that *some* of the aftermarket parts are as good
as, and sometimes maybe better quality than the OE parts. Others are junk.
Buyer beware!
There are, however, other companies who sell aftermarket only parts, but sell them direct to a North American OEM. These folks are allowed into the club,
and indeed are mandated to get TS16949.
