No, I want to establish a reliable, verifiable and consistent approach to ensure that top management of an organization understands what a modern, sustainable and cost-effective quality system is. In my experience, too many "c-level" executives as well as small business owners never understand the INTENT of the standard and, invariably (mis)associate quality as a function of inspection and testing. Too many times, this same people see quality as a non-value added activity and nothing more than redundant bureaucracy.
In my mind, if we expect these people to properly support the deployment of and continual maintenance and improvement of the quality system, we must ensure they understand some of the basic concepts behind quality in the XXI century.
Probably not. And companies and quality practitioners will continue to struggle with top management lack of involvement and support as an outcome of this.
The question posed by Marc did not have constraints and, in this case, I think we need to think out of the box, because decades of disinterest and disengagement by top management on issues related to quality lead to what many of us know.
