Previous versions of ISO 9001 required organisations to identify training needs, or something like that and TS 16949 still has a similar requirement. I know of several instances where this requirement was addressed by including in the training procedure a statement to the effect that training needs would be determined at the annual review of an employee's performance. If this is the case here, the auditor can probably justify the nonconformity if reviews are more than a year apart.
I prefer my review to concentrate on my development and competence which may, or may not, include training requirements.
Or at least I would prefer it if only I could persuade my manager to perform a review.
