EN 10204:2004 Type 3.2

Hello everyone. I hope I am in the right place to ask this question.
In EN 10204:2004 Type 3.2, which bears the cost of third-party inspection? The manufacturer or Purchaser? Or maybe they negotiate before P.O.?
I would greatly appreciate it if you could provide me with an answer.

Generally, is the manufacturer responsible for paying TPI? I want to know what is most common.

not sure, but so far I have seen in my journey now, that the Purchaser bears the cost of 3.2 certifications because a 3.2 certificate is rare due to the higher cost, it provides independent assurance of a material’s properties.
