In EN 10204:2004 Type 3.2, which bears the cost of third-party inspection? The manufacturer or Purchaser? Or maybe they negotiate before P.O.?
I would greatly appreciate it if you could provide me with an answer.

We are negotiating the price of TPI before the P.O. and once decided we are including that in our Purchase Order.

not sure, but so far I have seen in my journey now, that the Purchaser bears the cost of 3.2 certifications because a 3.2 certificate is rare due to the higher cost, it provides independent assurance of a material’s properties.
