I am wondering what type of metrics folks are tracking for engineering change order implementations. Any feedback is appreciated.

This is a somewhat loaded statement. As @Jim Wynne notes: without knowing the details of the process (including what is expected), it can be hard to come up with a meaningful metric for you.

There could be all sorts of metrics depending on the implementation of the ECO process. For example: Time between initiation of a change and completion of the change (changes that take a long time could imply ECO started too soon), effectiveness of the change (any NCRs as a result of the change?), number of incomplete ECO (could be a lack of personnel), etc.

I've monitored ECN (Engineering Change Notice) systems in the past. A lot also depends on if you system allows for "pen and ink" / temporary changes that are applied immediately to keep the job going, and the documentation gets caught up later. I'd look at:

Time to process change
Verification / Validation (percent compliant) data that the change was properly done
Backlog of unprocessed changes
Age histogram of how many days the unprocessed changes have been open
Why were the changes needed in the first place (a design problem versus a planned upgrade / modification for example)
Verification (percent compliant) that the documentation in use in the field is current based upon periodic observations.
