Excel 2013 file issue - Information in the drop down menu disappears

I am in desperate need of help I am attaching my excel file in hopes some one can either fix it and send it back to me or send me a excel doc already created of what I need. MY problem is all the columns are correct I like the drop down menu as you can see but when I delete all the items in the rows my information in the drop down menu disappears. Nothing I do seems to work please help

These are filters, not drop downs. They only show what's in the column. You need to use the data validation feature.
