Exception in design - Tooling - In steel manufacturing, which can be tools or tooling

Hello,
I work in a siderurgical industry and now we are udgrading from QS to ISO TS. But, I expect you understand me, in steel manufacturing, which can be tools or tooling? I have found an archived topic here about exceptions (product design, t-5935), but read about note in 1.2 of ISO TS 16949 and have doubts because in QS manual is declared that tooling is not applicable, and sometime ago, we get a letter from registrar confirming this.

So, could somebody give me help, or know a similar situation?
maybe, you ask why are upgrading o TS, if we are TIER 2, it is because some customers are requiring it.

You are not allowed to exclude any requirements of 7.3 unless you are not product design responsible. If that's the case you can only exclude 7.3.2.1 (product design input) and 7.3.3.1 (product design outputs). All of the other 7.3 subclauses are required for manufacturing process design and can't be excluded.
