There is no requirement for an APQP file, the handbook is not auditable.
There is a need to document all the stages of 7.3
'Design and development planning" for the part (if responsible) and the process.
If you in your procedures refer to APQP then you can use the model but define what you want to document.
What is phase 5:
- Reduced variation
- Customer satisfaction
- Delivery and Service
All these elements are part of your Quality System and are in fact audited as specific requirements of the standard
