FMEA for Service / Diagnostics - Board Level FMEA (at block level not per transistor)

Hi guys, I would really appreciate your help in some fundamental FMEA issues. In my current role I am responsible for a product serviceability, and as such I tried to push the electronics engineers to do a board FMEA (at block level not per transistor) where delectability will actually indicate our capability to identify the root cause by any means (Led, SW....).
Unfortunately I got some very angry faces and numerous angry remarks from the product team members, saying I am adding work that contributes nothing, and that usually they just sat down looked at the block diagram of the boards and thought of the tests they needed.
First of all I wanted to know if the FMEA is the right tool, or maybe I am barking up the wrong tree (although it does seem natural to use FMEA for detection of failure modes in the field).
Second if anyone knows of another tool to do this or of an example where FMEA was used in this manner I would love an example.
Again the end goal is to reduce down time and pinpoint the problematic component.

We've used FMEA effectively at a board level on projects. It sounds like the tool choice is not so much an issue as just a hostile environment? The project we used it on was for a mail sorting system. There were, ahem, issues with the system and the owner wanted an independent assessment from outside the developer's company. The owner pretty much dictated that we take it to this level. We did find several issues as a result and the developer corrected them all. We haven't heard of any additional issues with the system.

Is there rationale for improving over the existing process of looking at the block diagram and experts thinking of needed tests? It would be hard to sell change where there's no perceived need.

Is there anyone in development that could act as champion and give it a try (i.e., someone that wouldn't try to make the process fail)? Could you try to participate in one of their sit-downs with the block diagrams with the intention of capturing the "tribal knowledge" (and maybe pose questions as to why some components were not considered)?

First of all it's good to know someone out there used the FMEA in a board level to detect unmonitored failures. I agree the environment is a little hostile, and I guess I can expect that when I suggested their process is lacking, and actually put more work on their table.
I will be participating in several of this sit-downs to try and understand the procedure, and trying to capture as much as the "tribal knowledge" as I can. I also managed to convince the team that at least one board FMEA will be done before the idea will be put to rest - so I will do my best to get as much as I can from this trial.
I would love to see an example before I dive into this undertaking, if you could please show me a little example of the failure and detection you did in you FMEA that will be grate.
