I don't know if this will help, but we are a small manufacturing company and had to implement an FOD program ourselves. We decided on the following approach:
1. Monthly FOD internal auditing with CAR generation when necessary
2. Weekly FOD housekeeping assignments per department with signoff sheets that are logged and maintained in control of records for one year
3. Posting "FOD Area" signs in critical departments
4. Listing FOD hazards per area in each department
5. Company wide training on FOD.
We just had both a doc review audit and a large Aerospace client audit, and both commented on how great the program was! Hope this helps!
