This is a ftp link. If you have a FTP program use it instead of a browser.

What is FTP, I am using Internet explorer, does this mean I can't get at FTP files?

The link cited above is dead now -- But your browser should handle ftp fine. If you get files from the pdf_files directory here your browser is getting them via anonymous ftp. There are other programs you can use to get files via ftp - I think the most used on the peecee is CuteFTP. On my Mac I use a simple ftp program called Fetch.
