Gage R&R = Interpretation = Needs Improvement?

I am attaching a gage R&R from an AIAG based system and asking for some help interpreting why, with a % R&R of 94 and 99 there is a staement directly below stating that the system needs improvement?

Page one of the spreadsheet is for one gage, and page 2 is for another gage.
same operators, and parts measured.

Any help would be appreciated. This is something I am not comfortable with.

Two things jump out: if the %R&R is >30, you're going to get that "needs improvement" message every time. That's considered the upper limit for acceptability. The other thing is something that I see a lot in average-and-range studies, and that is UCLr violations--one of the operators' measurements have exceeded the upper control limit for ranges. The cells that contain the ranges are formatted to show only two decimal places, so the actual numbers weren't showing up, even though they were reflected in the calculations. I reformatted the cells to show four places, and highlighted the violation (and the upper limit). The reformatted sheet is attached.

Thanks Jim - Obviously I am way off on these things.

Silly me, I assumed that something approaching 100% reliability and repeatability was good.
But what you are telling me is that the closer to 0% reliability and repeatability is good.

I guess I'll do some more study and see what other questions come up.

I guess I'll do some more study and see what other questions come up.
The R&R number is a representation of the proportion of the variation present in the system that may be attributed to measurement error. Although this is something of an oversimplification, it's saying that there is x amount of detected variation, y% of which is the result of measurement error. So lower numbers are good.
