The graph shown in the referenced MSA manual is not the same as the one that you attached from Minitab. The equivalent Minitab graph is one of six graphs plotted on the same page. You interpret that equivalent graph (same as shown in the MSA manual) by looking for parts that show significantly more variation than the other parts, AND that the variation from part to part is visually greater than the variation for any given part.

The second graph that you attached is the equivalent to the Xbar graph. The difference is that you have no replicate measurements, so no control limits can be calculated. In this graph, there is a potential difference between the second operator and the other two. However, this is not definite without the information that replicates and the resulting control limits would provide.
