GD&T - Hole pattern - Print (attached) has a single Datum Reference Frame

One of our customers' prints (attached) has a single Datum Reference Frame, that only references Datum A, to locate 4 threaded inserts to each other.
Our metrologist thinks it only controls perpendicularity, the customer thinks it locates the threaded inserts to each other. There are other problems
with Datum A, but I think we'll get that cleared up.....

Your metrologist is correct, it only control perpendicularity.

Your metrologist is wrong. It covers location of the holes to each other with perpendicularity a component of location.

Your customers' drawing is wrong. As you pointed out, the datum A is "half done" (datum targets wise), also missing to what standard is to and units of measurements (one could assume from M6 for threads, but still).

If ASME, then both. If ISO, perpendicularity only. In both cases, there is diameter symbol missing in FCF before 0.4.
