Not that I care very much, but does the clause about charging costs to suppliers REALLY have any impact on the way suppliers do their contract review BEFORE they get in over their heads with a project beyond their capability or capacity?

4.6.2.3 Downtime, within the main line of the customer plant, (excluding buffer, feeder lines, etc.) shall be charged at US $500 per minute and shall be 5 minutes or greater in duration. Downtime less than 5 minutes may be recorded in a cost recovery but will NOT generate any request for actual payment. For regions utilizing a different charge back rate, see 4.6.2.11. Does not apply to Warranty Cost Recoveries.
