Given the current situation of most companies who assembled a team (e.g. ISO Core Team or Committee) to take the lead role in planning, establishing, implementing, documenting, reviewing and improving their QMS, I would like to know your opinion if we are to employ the following approach in assigning the responsibilities and authorities (as specified in clause 5.3 of the DIS):
Top management shall assign the responsibility and authority for:
a) ensuring that the QMS conforms to the requirements of this International Standard; - assign this to the Internal Audit Head.
b) ensuring that the processes are delivering their intended outputs; - assign this to the Process Owners.
c) reporting on the performance of the QMS, on opportunities for improvement and on the need for change or innovation, and especially for reporting to top management; - assign this to the Quality Management Representative.
d) ensuring the promotion of customer focus throughout the organization; - assign this to the Sales Head.
e) ensuring that the integrity of the QMS is maintained when changes to the QMS are planned and implemented; - assign this, again, to the QMR.
