Help a newbie to develop a QMS (Quality Management System)

Hi all,
I'm new, empty and thirsty! I humbly need your help. I've been tasked to develop a QMS for my company (electrical engineering consulting firm), which will pave the way to the ISO9000:2008 certification.
Facts:
Its a small firm <20 but committed
This is my first time to get involved & I've had some reading/research on the topic.
I really need help on how to develop the QMS and in what order. Starting with procedures and policies first or QMS first then the procedures.

my dear Padawan, guiding you are QMS Jedi's here in the planet Cove, be afraid not.:)

- did you have prior training for the ISO (basics)
- who will be the QMR (quality management rep, w/c needs training too).

I've had a one day training...understanding and interpreting the ISO standards. I know it requires 3days to 7days training but I'll soak on expert sponges like u to compensate that.
I've read through the "how to start" and "implementing in a small biz" threads. Is it correct to say, I should first work on creating operations procedures, work flows and firm specific policies before incorporating them into the QMS?

Work flows are a good start point - so too is identifying your business processes. If you read the early parts of 4.1 you can't get a better start -

4.1a Determine your processes
4.1b See how they fit together
4.1c Decide how you will control them.

You may also ask your top management about the company quality policy and get them to put some words down on paper regarding their commitment to the whole thing.

Yup. Forget about writing either policies or procedures at this point. They come later.

Focus on what your key business processes are - the 'work flows' that identify what your customers require, and how you take those requirements and turn 'em into products or services and deliver to customers.

A quality policy (high level one) is the only exception to the 'forget about writing' and is a good idea to do now - as mentioned by Colin.

Another item that you should pen early-on is your organization chart, if you don't yet have one. It really helps to define how your processes cut across your functional areas.

Thank you all for your advice! It has calmed down my nerves and broaden my understanding of the whole process.

The organization chart is available and I'm working on the work flow diagram now. I did identified the following processes:
- client inquiry
- Inquiry review
- Go-no-Go (kind of checks to know if its worth going in)
- Bid
- If bid is successful - project manager appointed to negotiate price and other things with client
- Negotiations Ok, the legal contract signed
- Project team is setup & project file is created, holding key drawings, specification and standards
- Various persons are in charge of different aspects...like CAD operator, Electrical Engineer etc
- Milestones for various phases and the entire project are laid out under the supervision of the Manager.
- During the work process meetings are held with client for updates and reviews.
- Upon completion the project it is reviewed and signed by the Manager and then handed to the client-the cash comes in.
It's consultancy company in HV electrical lighting and design works using autocad.
Guide me if I got the processes and some ideas on the design of the work flow chart.

Keep it as broadly applicable as you can.

Don't duplicate any work that is already done for each project.

For example, in most projects, this kind of thing (see quote below) is often covered by the project documents themselves (eg, plan, proposal, project management plan/whatever you call it). No need to write it up yet again separately.
