please looking help regarding the calculation of centre distance and plug sizes of a gauge for checking holes to holes ...

The tolerancing scheme you have on the drawing does not lend itself to a direct correlation with a functional gage such as the one you've shown. The biggest issues are:
  1. There are no datums identified on the print.
  2. The hole location tolerance zones are defined as rectangular (tolerance block is ± .xxx). Any attempt to create the gage with this tolerancing will require a significant reduction in your total tolerance (the gage will reject parts that meet the print) or if designed to always accept good parts, it will also accept some bad parts.
CONCLUSION: you don't have any good options with this print (gage-wise). If you want to propose a good GD&T solution to your customer, you will also need a solid understanding of the part function and any downstream operations / assemblies it undergoes.

thanks for your advice. if i can explain the application of this plate holes ...then there is any possibility to define tolerances of specific holes for location gauge?
also i have find some standard for define tolerance ..but cant understand how to interpret or relate with this drawing. it .
