I'm always looking for the straight definition of due date in homologation. For example UK new requirements MUST be implemented on or before 1/1/23, that means :
A) I SHALL manufacture my products in compliance on or before 1/1/23
B) I SHALL ship my product in compliance on or before 1/1/23
C) I SHALL ensure my product to arrive at my OEM customer at least two months before to ensure the OEM will be in compliance by 1/1/23
