How can a company transfer their AS certificate from a suspended AS91XX registrar?

Just learned that SAI Global (Canada), Intertek and LRQA Japan are suspended in OASIS.

Furthermore, SAI Global has not conducted audits for many small companies 2017 due to shortage of auditors.

How does a company transfer to another registrar.

It should be the normal transfer process if the company is transferring from a suspended CB. The company can't transfer to a suspended CB.

AS9104/1 has requirements for transfer of certificates. In part, it states:

Transfer of Certificates - For transfer of AQMS certificates, IAF MD 2 is applicable in full with the following additional requirements:

a. Only valid certifications issued, under the 9104-series standards ICOP scheme, by a CB with a valid accreditation are eligible for transfer.

b. No certificate transfer between CBs shall occur, when the CB controlling the existing certificate has nonconformities documented that are awaiting corrective action closure and acceptance, unless the current CB has ceased its activities or is unable to close the corrective actions. In cases of open corrective actions, the new CB shall ensure closure of corrective actions, prior to certificate issuance.

c. Transfer of existing certificates expiring within the next 12 months shall require a Stage 1 and Stage 2 audit.

d. The accepting CB shall ensure that, prior to certificate issuance, a special audit (on-site) is carried out by an AEA to confirm the validity of the certification being transferred.

e. A new certificate shall not be issued, unless all minor and major nonconformities have been contained and satisfactorily corrected; the root cause analysis completed; and corrective action has been implemented, reviewed, accepted, and verified by the accepting CB. If the closure of nonconformities takes more than 90 days, transfer of the existing certificate is not allowed.

f. Review/verification of the corrective action by the accepting CB shall take place on-site (except for corrective actions related to AQMS documentation).​
The new revision of the IAF MD2 document (IAF Mandatory Document for the Transfer of Accredited Certification of Management Systems) is also (broken link removed).

However, based on the continual struggle for resources during this transition phase, it is highly unlikely that many AQMS Accredited CB's could perform the necessary activities for the transfer of AS certificates in a timely manner, before the end of the year...

I asked this question on the OASIS database because currently most SAI AS9100 clients that are 'trying' to transfer have not had a 2017 AS9100 audit - which usually starts a chain reaction where the certificate is suspended. The funny thing - you guessed it, the certificate on OASIS is still showing as compliant to the standard. This puts the organization in a tough spot because the new CB cannot accept a transfer who skipped a year of audits...



So here is the solution according to ANAB. The new CB cannot transfer unless they perform the following:

PLAN A

1 -conduct a special on-site audit for transfer

2-conduct a make up surveillance audit AND transition audit to the latest revision - BEFORE the end of MARCH

3- Recertify the organization before JULY



PLAN B

1-Have SAI abandon the certificate

2-Organization starts over with Stage 1 and 2 audit

3-New CB communicates with SAI as if it were a transfer
