As articulated previously by Wanderer1234uk, a "quick check" multiplied thousands of times equates to a significant amount of time not being used for primary product realization processes, thus decreasing productivity. Similarly to an operator/inspector second guessing if a measuring device is still within tolerance, irrespective of the calibration status indicator on the gage.
Efficient (not effective) systems should be designed in a way that document users should not have to be concerned with the adequacy of the revision level of a document, because the system is robust enough to provide the users with the appropriate document, each and every time.
This discussion is a classical example how a system can be designed to promote effectiveness but detracting from efficiency. IMO, of course.
There's nothing wrong with performing a quick check to verify that the correct revisions have been issued.
