How do I change management culture in regards to product?

Is there an ISO clause that states "will not willfully or purposefully send product out of tolerance as an test to see if the customer catches it."? And if they don't catch a defect, that means it's all good to send that defective product in the future?

I'm new to this organization and have the entire production management culture to change. How to start? Training aids, thoughts, principles, everything to get reset and focused on a better product.

Certainly. 8.2.4 states (in part)
The release of product and delivery of service to the customer shall not proceed until the planned arrangements have been satisfactorily completed, unless otherwise approved by a relevant authority and, where applicable, by the customer.
As for your ability to enable a cultural change at the top, I would not be too optimistic. If top management has made a lot of money by deceiving customers, they will keep on doing it. After all, why change a winning formula (in their mind)?

Yes, the ISO9001 clause 8.2.4, makes you to commit to product requirement.
So you are NOT going to willfully or purposefully send product out of tolerance as an test to see if the customer catches it.
So this (And if they don't catch a defect, that means it's all good to send that defective product in the future?) has no relevance.

Good Luck you will need it. Culture change is one of the toughest challenges because you will either not have management support (they made too much money with too little problems) or you will make an enemy of the person currently saying its OK. Without Management support you have little chance if any chance. They only way to get that is to show $$$ returns and even with that depending on the culture it may still be a tough sell.

If you have management support highlight the problem and get ideas from the workers, they may not have the answers but they know the potential problems because they see them constantly. Test the idea and share your information and keep the communication up.
