How is it possible for a staff member to be a Food Safety Team Lead?

It is not a requirement of the ISO 22000 for the Food Safety Team Lead to be a member of the management. Do you think the Food Safety Team Lead who is just a staff can perform his/her role? If so, how is it possible for him/her to have the responsibility and authority? I think these two factors should be in his/her hands to succeed.

What are your thoughts on this?

I would first ask about the location of the Safety Team Lead in you company’s ORG.chart?
I would guess that you report to the Quality manager, and that he reports to upper management.
The Quality Manager is by definition, part of management.
As a representative of the Quality Manager, you are going by his directives/orders.
With his authority, you are to proceed in the quality process.
When you encounter resistance, then you would advise him/her, and he would have the authority to deal with it.
You are likely one of many Safety Team Leads.
I am sure your company is trying to limit the number of quality people wanting to speak to the CEO.
